dc.description.abstractCurrently, electronic devices incorporating displays to present the information to the user are ubiquitous common, and visually impaired people might have problems to use these devices. This article focuses on developing a real time display detector and digital character recognition application using techniques based on the connected components approach. The display zone detection accuracy rate is about 85% and the recognition rate greater than 88%. The system was implemented on both a desktop and a cell phone.en
